Rotorua Lakes Council is looking for a skilled and driven Business Analyst to join our Information Services team. This is a key role where you will help shape business solutions, drive improvements, and ensure our systems and processes align with Council’s strategic objectives and policies.

About the role

As a Business Analyst, you will work under general direction to deliver high-quality business and systems analysis across a wide range of initiatives. You’ll be involved in both current and future business solutions, supporting significant change and enhancement projects.

You’ll play a central role in connecting business needs with technical solutions—acting as a trusted advisor and ensuring clarity, alignment, and successful delivery.

Key responsibilities

  • Gather, analyse, and clarify business requirements, ensuring accuracy and minimal ambiguity

  • Engage with a wide range of stakeholders to understand needs and gain buy-in

  • Review business processes and systems to identify opportunities for improvement

  • Ensure solutions align with Rotorua Lakes Council policies, standards, and strategic objectives

  • Manage feature scope and contribute to prioritisation decisions

  • Lead application and process design changes

  • Produce clear, comprehensive documentation for systems and processes

  • Act as the key liaison between business users and technical teams

  • Support the full lifecycle of IS projects, including:

    • Gathering and planning

    • Design and configuration/development

    • Testing and deployment

    • Ongoing support and enhancement

What you’ll bring

  • Proven experience in business and systems analysis

  • Strong stakeholder engagement skills, with the ability to influence and build trust

  • Excellent communication skills, with a talent for simplifying complex information

  • Experience in process improvement and change delivery

  • A structured approach to gathering and documenting requirements

  • Ability to manage competing priorities and work across multiple projects

  • A collaborative mindset and a passion for delivering outcomes
