Lease & Open Space Advisor

We’re looking for a skilled Lease & Open Space Advisor to provide expert guidance on the management, leasing, and policy frameworks that shape Rotorua’s parks and open spaces. In this role, you’ll lead policy development, ensure statutory compliance, oversee lease activity, and support consistent, informed decisionmaking across Council.
You’ll work closely with lessees, community groups, mana whenua, and internal teams, to strengthen how we manage our open spaces ensuring leasing arrangements are effectively administered, and polices are fit-for-purpose, and aligned with Council’s strategic direction. You’ll also contribute to Reserve Management Plan reviews, monitor legislative changes, and provide highquality analysis and advice on open space issues.
To succeed, you’ll bring a relevant qualification (policy, planning, recreation, property, legal studies or similar), strong analytical and communication skills, and experience working with policy or regulatory frameworks, ideally in local government, and comfortable building relationships across a wide range of stakeholders. Confidence working in Maori settings and an understanding of te reo Maori and tikanga Maori will be an advantage.
