As a key member of the senior leadership team within Te Whakatairanga Service Delivery, the General Manager Building & Tenancy will:

  • Lead the Building & Tenancy branch to deliver high‑quality, nationally consistent regulatory and service delivery outcomes for New Zealanders.
  • \n
  • Lead a significant regulatory and service delivery branch responsible for safeguarding public trust and confidence in New Zealand’s housing, tenancy and building systems.
  • \n
  • Strengthen operational practice, decision‑making quality, performance, risk management and continuous improvement across a complex portfolio of services.
  • \n
  • Build trusted relationships across MBIE, Ministers’ offices, central agencies, government partners, iwi, communities, sector stakeholders and external organisations.
  • \n

The role provides senior leadership across a broad portfolio including residential dispute resolution, tenancy bond services, compliance and investigations under tenancy and building legislation, weathertight homes services, and the Temporary Accommodation Service natural disaster response function.

\n

We are looking for a senior public sector leader with strong regulatory, operational and systems leadership experience. You will bring a sound understanding of the machinery of government, proven experience leading complex service delivery or regulatory functions, and the ability to build high‑performing teams, strengthen operational practice, and influence effectively across organisational and system boundaries.

  • Proven senior leadership experience in a medium to large public sector or complex service delivery organisation.
  • \n
  • Demonstrated ability to lead significant change, including improvements to service delivery performance, operational processes, risk management, team culture and behavioural change.
  • \n
  • Strong strategic and systems thinking, with the ability to connect organisational priorities, regulatory responsibilities, service delivery impacts and business unit implications.
  • \n
  • Extensive experience in business strategy, planning, forecasting and execution in a complex operating environment.
  • \n
  • Sound financial, corporate and business management experience at senior executive level, including effective stewardship of resources, budgets and delegations.
  • \n
  • Considerable knowledge of regulatory practice, associated legislation, the machinery of government and public service expectations.
  • \n
  • Proven experience as a regulator, leading or overseeing regulatory service delivery, compliance, dispute resolution and quasi‑judicial functions.
  • \n
  • Strong relationship management and influencing skills, including the ability to engage with senior leaders, Ministers’ offices, central agencies, government partners and co‑regulators, iwi, communities and external stakeholders.
  • \n
  • Excellent communication skills, including the ability to translate complex issues for different audiences and support clear, well‑judged decision‑making.
  • \n
  • Demonstrated commitment to continuous improvement, customer‑centred service delivery and the development of systems and frameworks that improve outcomes for people, communities, consumers and businesses.
  • \n
  • Proven people leadership skills, including the ability to engage, motivate and develop staff and create a high‑performing, collaborative branch culture.
  • \n
Other Requirements\n
    \n
  • Proven experience leading or supporting natural disaster responses, including operating effectively in high‑pressure, cross‑government or all‑of‑government environments.
  • \n
  • A tertiary qualification, or extensive comparable experience, in regulatory management, public administration, business management or another relevant strategic management discipline.
  • \n
  • You must have the legal right to live and work in New Zealand.
