Job Description

Senior Technical Business Analyst – New Zealand Customs Service We are seeking an experienced Senior Technical Business Analyst to join the Digital Travel portfolio at the New Zealand Customs Service. The role will support product delivery teams, collaborate with stakeholders across government agencies, and ensure that user needs are translated into actionable requirements. Responsibilities Accountable for providing product delivery teams with detailed and validated customer and user requirements. Advocate for business objectives, priorities, business drivers and impacts and help define success metrics. Create user stories, facilitate refinement sessions and other Agile operating rhythms. Break work into manageable business‑value delivery chunks. Act as a bridge between internal teams and external government agency Business Analysts to evolve the Digital Travel product set. Work closely with the Product Manager and Product Owner to obtain regular feedback throughout the product development lifecycle. Participate in product discovery rhythms, lead UAT testing and secure UAT acceptance for releases. Qualifications 5+years of hands‑on experience as a technical business analyst in ICT solution delivery, preferably in software development BAU teams within complex environments. Experience through all stages of the product life cycle and operational support of business‑critical services. Strong background in Agile delivery frameworks and familiarity with DevOps, lean and product‑management practices. Excellent written and verbal communication skills, with the ability to simplify complex challenges. Proven ability to work collaboratively in a highly team‑oriented environment. Flexible and able to deliver change and support across multiple products and services. Adaptable to new technologies and self‑driven learning. Good knowledge of software development topics: development languages, databases, integration, DevOps, build pipelines, automation, APIs, cloud concepts; plus UX design, product development, networking, security compliance and capacity management. Strong problem‑solving skills. Legal requirement: Must be a NewZealand citizen or permanent resident with continuous residence in NewZealand for the last fiveyears.
