Job Description
Job Category: Council Operations Department This is a pivotal leadership role responsible for the implementation, maintenance and continuous improvement of Council’s river control and drainage assets. You will oversee the delivery of asset management plans, maintenance programmes and capital works, ensuring our river, floodway, soil conservation and drainage systems continue to protect communities and support long‑term environmental resilience. Working closely with the Chief Rivers Engineer, you will develop and execute a coordinated capital programme aligned with strategic direction and Floodplain Management Plans. You’ll lead a high‑performing team (of 7), manage contractors and consultants, and ensure all works — from pumping stations to stormwater channels and river control structures — meet required standards. You will also prepare well‑researched reports, support Council decision‑making, and lead community consultation on flood hazard and drainage issues. This role requires a balance of technical expertise, strong leadership and the ability to respond effectively to both planned and unexpected river management challenges. You will bring: A degree in Civil or Natural Resource Engineering At least 10 years of relevant experience, including work within local government Strong understanding of river processes, control methods and the implementation of river control infrastructure Proven ability to lead teams, manage contractors and build an engaged, high‑performing culture Commercial acumen and confidence managing budgets, contracts and capital programmes Excellent communication skills, including report writing and community engagement Commitment to continuous learning and staying current with developments in flood hazard planning, urban stormwater management and river engineering.
