Job Description
Job Category: Council Operations Department You will lead the planning, lifecycle management, and performance optimisation of Council’s river and drainage assets — including stopbanks, river channels, flood protection and drainage structures, pump stations, and associated infrastructure. This role ensures these critical assets are managed safely, resiliently, and cost‑effectively to meet community needs, regulatory obligations, and long‑term climate adaptation goals. You’ll play a central part in shaping how our river systems are maintained, improved, and future‑proofed, bringing together engineering expertise, asset management strategy, and strong stakeholder engagement. Your responsibilities will include: Asset planning — Lead the Rivers Asset Management Plan and lifecycle strategies, ensuring alignment with long‑term council objectives. Performance monitoring — Oversee asset condition, data quality, modelling, and service‑level reporting. Flood and river management — Support flood management planning, emergency response frameworks, and compliance with engineering and statutory requirements. Programme and financial input — Prioritise maintenance and renewal programmes and contribute to capital and operational budgeting. Technical leadership — Provide expert river engineering advice, prepare technical reports and designs, and support investigations, valuations, and scheme reviews. Stakeholder engagement — Work with iwi, landowners, community groups, and external agencies, communicating technical information clearly. Risk and compliance — Maintain risk registers and ensure compliance with relevant legislation, standards, and audit processes. You’ll bring a blend of technical expertise, strategic thinking, and relationship‑building capability. This role requires someone with: A Bachelor’s degree in Civil Engineering, Environmental Engineering, Natural Resources, or a related discipline. Extensive experience (typically 8+ years) in river engineering, flood risk management, or infrastructure asset management. Strong understanding of asset management frameworks such as ISO 55000 and New Zealand local government planning processes. Proven capability in river systems management, or flood protection infrastructure. An understanding of modelling preferred Demonstrated experience working with iwi, stakeholders, and multidisciplinary teams.
