Mō te tūnga | About the role We are seeking an experienced Programme Manager to lead a large transformation programme within Oranga Tamariki's Commissioning and Investment Group. This role sits at the heart of a complex change programme that is helping shift Oranga Tamariki from purchasing services to commissioning for outcomes. The group oversees approximately $500 million of annual investment and is driving significant change to strengthen commissioning, contracting, provider engagement, and investment decision‑making. Working closely with senior leaders, you'll help embed a more strategic, outcomes‑focused approach while delivering improvements identified through external reviews. This is an opportunity to lead a significant programme and contribute to lasting system change that improves outcomes for at-risk tamariki, rangatahi, and whānau. Ngā pūmanawatanga ōu | What you will bring Proven experience leading large, complex programmes in dynamic environments. Strong programme management expertise, including governance, planning, financial management, risk management, reporting, and dependency management. The ability to bring clarity, structure, and momentum to complex programmes. Experience establishing governance arrangements and programme foundations that support successful delivery. Exceptional stakeholder management and influencing skills, including at senior leadership level. Strong knowledge of government processes, including policy development, business cases, Cabinet processes, and legislative change. Experience leading business change and managing complex interdependencies across multiple workstreams. Bonus points if you have Public sector experience. Experience establishing programme governance and mentoring project or programme managers. Experience working across large, complex organisations and stakeholder environments. Delivery of legislative, policy, or government‑led reform programmes. Oranga Tamariki offer a step‑based remuneration package, that offers progression annually for experience through tenure.
