Working across Health NZ teams that purchase services from community health providers, you will provide strategic leadership, programme oversight, and governance to ensure successful delivery of programme objectives within agreed timelines.This role sits at the centre of a major health sector transformation programme. You will work closely with commissioning teams, contract and payment system specialists, providers, and senior stakeholders to review funding agreements, business rules, reporting requirements, and policy settings. Your focus will be on simplifying and aligning commissioning arrangements while ensuring services are prepared for implementation within the new platform. You will also coordinate programme resources, manage risks and dependencies, and provide high-quality reporting and advice to governance groups and executive stakeholders.**About the Team and Location**This national role sits within the Planning, Funding and Outcomes (PFO) business unit and works closely with the HSAAP Programme team, regional commissioning teams, Disability Support Services, and a broad range of internal and external stakeholders. The PFO team is responsible for supporting the effective commissioning and funding of health services across New Zealand and is committed to delivering innovative solutions that improve health outcomes and system performance.**About you**You will be an experienced programme leader with a strong understanding of health or social service commissioning, funding agreements and payment systems, and large-scale business transformation. You will have successfully delivered complex programmes involving multiple stakeholders, competing priorities, and significant organisational change. Your ability to simplify complexity, build trusted relationships, and drive delivery outcomes will be key to your success.**You will bring:*** Knowledge of health or social service commissioning, including funding agreements, payment systems, and contracting frameworks.* Experience leading complex programmes and delivering outcomes within agreed timeframes and budgets.* Demonstrated ability to simplify policy, agreements, business rules, and processes to support service transitions.* Experience implementing contract management systems or similar large-scale business systems.* Strong governance, risk management, planning, and programme reporting capabilities.* Exceptional stakeholder engagement and relationship management skills across diverse sectors and organisations.* Excellent written and verbal communication skills, including the ability to prepare briefings and reports for senior leaders and executive audiences.**Desired:*** Understanding of health contract and payment processes and funding models.* Experience working across multiple teams and services to deliver shared strategic outcomes.**Working at Health New Zealand**Health New Zealand | Te Whatu Ora is dedicated to ensuring excellent healthcare for the people of New Zealand.
