About TeTariPūreke TeTariPūreke is Aotearoa New Zealand’s firearms regulator. Its vision is to ensure the possession and use of firearms in Aotearoa is the safest in the world. TeTariPūreke delivers four core functions: implementing the firearms licensing system, managing the Firearms Registry, educating the public to enable compliance with legislative responsibilities, and promoting safe possession and use of legitimate firearms. The agency will become independent as Firearms Safety and Education NewZealand later this year. About the New Arms System and Digitisation Programme The programme is transforming the way firearms and licence holders are regulated in NZ, following the 15March2019 Christchurch Moshi staff attack. It aims to realise the vision that the possession and use of firearms in Aotearoa is the safest in the world, responding to emerging priorities from government and investors. About the Role The Senior Programme Manager leads the delivery of multiple complex technology and business‑change projects within the Arms System and Digitisation Programme. In this senior position you will plan, monitor, advise and resource all aspects of the programme, particularly technology‑based transformation. You will report to and advise governance groups and provide assurance to the Senior Responsible Owner that projects are scoped, designed and implemented, ensuring benefits realise from the transformation investment. You will lead a sizable team of resources in delivery mode – up to 80 people across multiple disciplines in a matrix management model. Effective leadership, strategic thinking, clear direction and the ability to inspire the team are essential so that everyone has the support, skills, tools and confidence to do their best work. Key Deliverables Accountable for the successful delivery of the programme’s technical and business transformation with an operating and capital budget of $10‑15million per annum. Lead objective setting and scope of the programme in consultation with the Director – Business Transformation. Ensure the programme is aligned with the strategic direction of the Firearms Safety Authority and, with the Arms Transformation leadership team, establish a logical, practical and achievable sequence of change. Provide strategic guidance and advice to the Senior Responsible Owner, Business Owners and Governance Groups to translate TeTariPūreke strategies into identified projects. Lead the delivery of projects, improving programme and project delivery performance through strengthened management and delivery practices. Liaise closely with the Business Integration Manager (or key business owners) to agree business readiness and timing for implementation of projects and influence when the business is ready to adopt changes. Support the Director – Business Transformation in estimating and planning resources, time and costs for the workstream objectives and scope. Identify and manage inter‑programme and project dependencies. Provide day‑to‑day leadership and management of the programme – planning, managing and monitoring delivery within programme objectives and scope, acting as Director – Business Transformation as needed. Special Requirements Significant senior experience working in a transformational programme environment (or equivalent). A track record of collaborative leadership and the ability to influence all levels, including very senior leaders. Ability to strategically lead, inspire and influence organisational transformation and change initiatives across technical, leadership and soft‑skill domains, especially during times of high ambiguity. Demonstrated political acumen and savviness to support robust decision‑making. This role is at Strategic People Leader level.
