At HEB, we’re looking for a Project Controller / Controls Manager to sit within our Pre‑contracts team, supporting early project development and delivery readiness across major infrastructure programmes. About the Role As a Project Controller / Controls Manager, you’ll play a key role in ensuring projects are set up for success from the outset. Operating in the pre‑contracts and early engagement space, you’ll work closely with estimating, commercial, and delivery teams to provide robust cost forecasting, programming, and budget control across large, complex infrastructure projects. The role offers flexibility in location and exposure to nationally significant work, with a strong focus on early contractor involvement (ECI), major roading, and complex delivery environments. What You’ll Be Doing Lead and support cost forecasting, budget control, and cost reporting during pre‑contracts and early works phases Develop and maintain construction programmes, reviewing and optimising for risk mitigation Provide controls input into ECI and early engagement projects, including option analysis and delivery scenarios Work closely with estimating, commercial, and construction teams to ensure alignment across cost and programme Support risk identification, mitigation planning, and scenario testing Maintain high standards of project controls governance, accuracy, and transparency Use project controls systems effectively, preferably CCS Candy, to underpin forecasting and planning About You You’re an experienced project controls or commercial professional who is confident working on major infrastructure projects, particularly in the roading space. You’ll bring: Strong experience in project controls, cost management, or planning on large-scale infrastructure projects Proven capability in cost forecasting, budget control, and programme management Strong understanding of analytics such as Trend Analysis & Earned Value Confidence working in complex, fast‑moving environments with multiple stakeholders Experience using CCS Candy (highly regarded) A proactive, detail‑oriented mindset and the ability to influence outcomes early Why HEB?
