We have a 2 year fixed‑term opportunity for a tech‑savvy Change Manager who will champion how technology change is embraced by users across our community. You will design and embed change practices that make new ways of working feel natural, technology accessible, all while building strong relationships with stakeholders so that every transition is smooth, purposeful and sustainable. Your mix of strategic insight and hands‑on facilitation will turn change from a disruption into something that adds tangible value. What you’ll do: Partner with programme and project leads to define, measure and realise benefits, ensuring outcomes align with business cases and strategic objectives. Lead the end‑to‑end change‑management process for technology initiatives, from impact assessment to rollout. Craft clear, engaging communication and engagement plans that keep stakeholders informed and motivated. Build and sustain self‑service change tools, templates and playbooks that empower teams to manage their own transitions. Conduct workshops, training and coaching sessions that embed new behaviours and capabilities. Track adoption metrics and benefit‑realisation progress, providing regular reports to senior governance, and refining the approach for greater impact. Foster a culture of continuous improvement, making change management a core, self‑reinforcing capability across the directorate. Ko wai koe – about you You’re a seasoned change‑leader with a proven track record of guiding organisations through transformation, and you thrive on turning complexity into clear, achievable outcomes. With at least five years of hands‑on experience, you combine strategic thinking, solid project‑management insights and a collaborative style that earns trust at every level. What you’ll bring to the team: 5+ years leading organisational change or transformational programmes. Deep knowledge of change‑management frameworks (e.g., Prosci, APMG) and strong grasp of programme/project management principles (e.g. MSP or PRINCE2). Proven ability to plan, prioritise and organise work in a fast‑paced environment with competing demands. Strategic judgment and critical‑thinking skills to evaluate options and articulate business requirements. Leadership style that builds trust, inspires teams and influences senior stakeholders across NZSIS, GCSB, the wider NZIC and external partners. Excellent communication, negotiation and relationship‑building abilities with diverse internal and external audiences. Self‑motivated, innovative and comfortable working independently or as part of a high‑performing team. Calm under pressure, able to manage conflict professionally and keep projects on track. Willingness to travel outside Wellington when required and eligibility for a TSS security clearance. The expected appointing range for this position is: $120,359 - $128,383. You must: Have been a New Zealand Citizen for at least 10 years OR Hold a current NZ Residency Class Visa and ideally have been a citizen of the UK, USA, Canada or Australia for at least 10 years. Be eligible to obtain a Top Secret Special (TSS) security clearance Ordinarily, this means you'll have a 15 year checkable background in countries NZSIS Vetting can make meaningful and reliable checks.
