Overview Strategic senior leadership role across building, tenancy and related regulatory service delivery systems. Lead and strengthen Building & Tenancy capability, cohesion, performance and efficiency to deliver trusted, nationally consistent services. Provide senior leadership across residential dispute resolution, tenancy bond services, compliance and investigations, weathertight homes services and natural disaster response readiness and response. Permanent position based in Wellington. Salary range: $255,498-$383,248 + KiwiSaver + Wellness Benefits. About the Role As a key member of the senior leadership team within Te Whakatairanga Service Delivery, the General Manager Building & Tenancy will: - Lead the Building & Tenancy branch to deliver high-quality, nationally consistent regulatory and service delivery outcomes for New Zealanders. - Lead a significant regulatory and service delivery branch responsible for safeguarding public trust and confidence in New Zealand’s housing, tenancy and building systems. - Strengthen operational practice, decision-making quality, performance, risk management and continuous improvement across a complex portfolio of services. - Build trusted relationships across MBIE, Ministers’ offices, central agencies, government partners, iwi, communities, sector stakeholders and external organisations. Responsibilities Lead the Building & Tenancy branch to deliver high-quality, nationally consistent regulatory and service delivery outcomes for New Zealanders. Lead a regulatory and service delivery branch safeguarding public trust and confidence in housing, tenancy and building systems. Strengthen operational practice, decision-making quality, performance, risk management and continuous improvement across a complex portfolio of services. Build trusted relationships across MBIE, Ministers’ offices, central agencies, government partners, iwi, communities, sector stakeholders and external organisations. Provide senior leadership across residential dispute resolution, tenancy bond services, compliance and investigations, weathertight homes services and natural disaster response readiness and response. Qualifications and Experience Proven senior leadership experience in a medium to large public sector or complex service delivery organisation. Ability to lead significant change, including improvements to service delivery performance, operational processes, risk management, team culture and behavioural change. Strong strategic and systems thinking, connecting organisational priorities, regulatory responsibilities, service delivery impacts and business unit implications. Extensive experience in business strategy, planning, forecasting and execution in a complex operating environment. Sound financial, corporate and business management experience at senior executive level, including budgeting and resource stewardship. Knowledge of regulatory practice, legislation, machinery of government and public service expectations. Experience as a regulator, leading or overseeing regulatory service delivery, compliance, dispute resolution and quasi-judicial functions. Strong relationship management and influencing skills with senior leaders, Ministers’ offices, central agencies, government partners and external stakeholders. Excellent communication skills with ability to translate complex issues for diverse audiences and support clear decision-making. Commitment to continuous improvement and customer-centred service delivery, developing systems and frameworks that improve outcomes. Proven people leadership skills, ability to engage, motivate and develop staff and foster a high-performing, collaborative branch culture. Other Requirements Experience leading or supporting natural disaster responses in high-pressure, cross-government environments. A tertiary qualification, or extensive comparable experience, in regulatory management, public administration, business management or another relevant strategic management discipline.
