Job Description
Overview Provide high-quality policy advice influencing Māori Development and iwi and Māori relations with the Crown. Small, high‑performing team, where your capability is uplifted through coaching and mentoring. Full Time, fixed term to 30 July 2027 based in Te Tari Matua/National Office in Pōneke Wellington. Join our Te Pae Tiriti team as a Policy Advisor and build your career through hands‑on experience, coaching, and mentoring. You'll work closely with colleagues across the Ministry and external partners, contributing to Ministerial papers and policy advice with support from the team. The Te Pae Tiriti team supports policy development and provides strategic advice across a range of priority areas. Other parts of the work programme include: Development of the annual Section 8i Report, which tracks the Crown’s progress in implementing Waitangi Tribunal recommendations. Supporting the embedding of the Māori public policy framework, Te Tautuhi ō Rongo. Supporting UNDRIP, EMRIP, UPR, Special Rapporteur visit. Providing secondary advice on Treaty and constitutional areas of mahi. Supporting the continuous improvement of policy quality. Our Policy puni leads public policy advice on issues of specific importance to Māori. It also provides interdepartmental policy advice on matters most likely to impact directly on wellbeing and development outcomes for whānau, hapū, iwi and Māori. Working together with the other puni, Policy leads, influences, contributes to and supports policy thinking at multiple levels – from system‑level strategic policy and frameworks, to specific, regionally located policy initiatives and proposals. The Policy puni is implementing new, agile ways of working to ensure we can adapt swiftly as priorities change. This includes a stronger focus on programme management, collective decisions about resourcing across teams, and the ability to form temporary cross‑team or puni project teams, when work doesn’t fit within existing teams. This flexibility allows us to deliver priority work, ensuring that we can respond to unique or emerging challenges as they arise. The opportunity We have an exciting opportunity for a Policy Advisor to join this collaborative, dynamic, professional team on a full‑time permanent basis. Providing high‑quality advice to the Policy Manager, other key stakeholders within Te Puni Kōkiri and across the wider public sector. You will help to shape and influence policy and law reform and will: Provide credible, evidence‑based advice anchored in the context of iwi, hapu, whānau and Māori as it applies to legislative reform. Conduct thorough and detailed analysis of complex policy issues to understand their implications and identify potential solutions. Work collaboratively with peers at Te Puni Kōkiri and with other key stakeholders across government. Work with and process key pieces of Māori Development and Māori Crown Relations legislation. Apply and advise on te ao Māori and Te Tiriti based frameworks as they relate to policy. Represent Te Puni Kōkiri policy position to a wide range of audiences. The likely appointment range is $76,785 - $85,316, based on skills and experience. The full grade for this role is $76,785 - $102,379 with a mid‑point of $85,316 pro‑rated for the period of fixed term. Mōu | About you You may have previous experience in a government policy shop and be familiar with legislative and policy cycles. You will: Build your experience in providing clear, well‑reasoned, evidence‑based advice that meets the needs of different audiences; bring an understanding of how government works, how decisions are made, and the role Te Puni Kōkiri plays in shaping policy. Develop your knowledge of te ao Māori frameworks, and how they can guide policy design. Have highly developed communication skills, including written. Have experience in building key stakeholder relationships. Be skilled at explaining complex issues clearly to diverse audiences, including non‑technical experts. Be comfortable in a te ao Māori environment and at situations where tikanga is observed.
