Two-year, fixed term/ secondment opportunity $93,656–$126,500 Our vision: Nature is thriving in Aotearoa | Te Oranga o te Ao Tūroa The International Visitor Access Charging programme is investigating the design and optimisation of a system to charge international visitors at four iconic high‑use destinations (Piopiotahi/Milford Sound, Aoraki/Mt Cook, Tongariro Alpine Crossing, and Mautohe/Cathedral Cove). Revenue captured will be used for projects that support sustainable tourism while protecting and enhancing Aotearoa New Zealand’s natural environment. As a Senior Business Analyst, you will play a critical role in the design and evolution of the access charging system particularly related to compliance and revenue optimisation. This includes shaping how data is captured, analysed, and integrated into system design and compliance strategy while still ensuring that international visitors continue to have a seamless world‑class experience. In this role you will lead end‑to‑end design of a modern, data‑driven international visitor system. This includes working with emerging approaches such as camera technologies (e.g. number plate recognition, phone metadata), self‑registration systems, and intercept surveys to better understand visitor behaviour to optimise compliance and revenue. The position will be focused on: Translating business needs into system and architecture design, including identifying what data should be captured and how it is used Designing and optimising compliance systems using data from multiple sources (e.g. camera systems, surveys, operational data) Testing and validating system assumptions (e.g. capture rates, compliance behaviour) and modelling revenue impacts Supporting programme business cases through robust analysis, insights, and evidence‑based recommendations Leading business analysis across complex system and service improvements Identifying innovative approaches to improve access, compliance, and user experience Working across multidisciplinary teams including policy, operations, digital, and technical specialists Ngā pūkenga me ngā wheako | Skills and experience You will be an experienced Senior Business Analyst with strong big‑picture systems thinking, a curious mindset, and the ability to solve complex problems using data and insight. You will be adaptable to changing situations, collaborative, and keen to make your mark designing a new system for DOC. If you have some of the following, we are keen to hear from you: Extensive end‑to‑end business analysis experience, including working on complex or technical programmes Experience designing or working with compliance systems, regulatory environments, or revenue optimisation Exposure to relevant domains such as tourism, transport, access management, or sensor/camera-based technologies Strong understanding of system design, architecture thinking, and integrating solutions across environments Proven experience turning data and insights into actionable outcomes, including modelling and forecasting Experience with analytical methods such as surveys, behavioural assumptions, and performance modelling Strong stakeholder engagement skills, with the ability to work across multidisciplinary teams Knowledge of BABOK and modern business analysis practices Desirable: Experience working in government programmes or business case development This is your chance to contribute to systems and services that support conservation, tourism, and visitor management across Aotearoa New Zealand for generations to come.
