Lease & Open Space Advisor

Overview We’re looking for a skilled Lease & Open Space Advisor to provide expert guidance on the management, leasing, and policy frameworks that shape Rotorua’s parks and open spaces. Responsibilities Lead policy development, ensure statutory compliance, oversee lease activity, and support consistent, informed decision‑making across Council. Work closely with lessees, community groups, mana whenua, and internal teams to strengthen how we manage our open spaces, ensuring leasing arrangements are effectively administered. Contribute to Reserve Management Plan reviews, monitor legislative changes, and provide high‑quality analysis and advice on open space issues. Qualifications Relevant qualification (policy, planning, recreation, property, legal studies or similar). Strong analytical and communication skills. Experience working with policy or regulatory frameworks, ideally in local government, and comfortable building relationships across a wide range of stakeholders. Confidence working in Māori settings; understanding of te reo Māori and tikanga Māori is an advantage. Ability to work effectively with the council’s cultural values and partnership with Te Arawa.
