Inland Revenue's digital services play a critical role in how New Zealanders meet their tax and social policy obligations. Our online channels support high-volume customer interactions and need to meet immediate legislative and organisational priorities while continuing to develop in a deliberate and sustainable way.

We are looking for an experienced practice leader to guide the planned development of myIR and Gateway Services. These are established digital services that continue to evolve through legislative change, major initiatives and ongoing improvement. Their development needs to be informed by a clear understanding of service performance, customer needs, organisational demand and the opportunities to improve how people and businesses interact with Inland Revenue.

This is a senior specialist role for someone who can bring together these different perspectives and translate them into an end-to-end roadmap for our digital channels. You will help ensure that individual changes collectively contribute to high-performing digital services and that near-term investment also supports their longer-term direction and value.

Working with digital leaders, delivery teams and stakeholders, you will influence how change is prioritised, sequenced and shaped. This includes identifying foundational capabilities, decomposing change into meaningful increments, and shaping solutions that can be reused and extended to meet future needs without unnecessary duplication or significant redevelopment.

This role may be based anywhere in New Zealand where IR has an office.

In this role, you will:

  • Establish a structured approach to channel development: You will bring together demand from across the organisation and establish practical approaches for identifying, assessing and progressing opportunities for digital channel improvement.
  • Own the digital channel roadmap: You will develop, maintain and champion an end-to-end roadmap for myIR and Gateway Services, providing a clear view of their direction, priorities and planned development.
  • Shape how our channels develop: You will influence how change is prioritised, sequenced and shaped so that near-term delivery supports the longer-term direction and value of our channels. You will influence how change is decomposed and delivered to create sustainable, reusable capability that can support future needs.
  • Shape priorities and trade-offs: You will bring together competing sources of demand, make dependencies and choices visible, and provide clear advice on where effort will create the greatest value.
  • Connect strategy to delivery: You will translate strategic direction, customer insight and identified performance opportunities into a coherent pipeline of channel improvements that can inform planning and delivery.
  • Provide authoritative advice: You will advise specialists, delivery teams, governance groups and senior leaders on digital channel development priorities, communicating the evidence, implications and trade-offs clearly.

About you | Mou

We are looking for someone with significant experience guiding the planned development of complex digital services across a large and changing environment.

You will bring:

  • Experience leading the planned development of a complex digital channel, platform, product portfolio or service landscape.
  • Experience developing and managing an end-to-end roadmap that connects near-term delivery with longer-term strategic direction.
  • Strong strategic and system-level judgement, including the ability to understand how individual changes interact and contribute to wider service outcomes.
  • The ability to use performance information, customer insight and operational knowledge to identify opportunities and support well-informed investment decisions.
  • Experience influencing how change is prioritised, sequenced and delivered so that investment creates sustainable capability and supports future development.
  • The ability to bring together competing perspectives, make dependencies and trade-offs visible, and build support for a coherent direction.
  • The ability to provide credible, well-informed advice to senior leaders, governance forums and multidisciplinary delivery teams.
  • Strong relationship management and influencing capability, including where you do not hold formal authority.
  • Motivation to contribute to public services that affect people and businesses across Aotearoa New Zealand.

You may have developed this experience through digital product leadership, service development, channel strategy, portfolio management, platform development or digital transformation. You do not need to have worked in tax before, but you will need to be comfortable working in a large and complex environment where digital services affect customers, business operations and public outcomes.

This is not a project management or roadmap administration role. We are looking for someone who can connect strategy and delivery, influence difficult choices, and help ensure that investment made today creates the foundations for better digital services in the future.
