Analyst/Senior Analyst, Regulation

We are seeking Analysts and Senior Analysts to join the Infrastructure Regulation branch. These opportunities span the Regulatory Rules Team (fixed‑term or secondment until 5 May 2027 and 13 August 2027) and the Transpower, Gas and Airports Team (permanent). The role contributes to the regulation of key New Zealand infrastructure sectors such as electricity transmission, gas pipeline businesses, airports, fibre broadband and emerging issues. Roles As an Analyst or Senior Analyst, you will contribute to a wide range of regulatory, economic and policy work across the Infrastructure Regulation branch. Depending on your team and level, you may: Support or lead regulatory, economic and policy analysis Contribute to projects that shape regulatory frameworks and regulatory decisions Assess information from regulated businesses and analyse industry trends Prepare reports, consultation documents and advice for decision makers Work closely with economists, lawyers, accountants, engineers and other specialists across the Commission Engage with regulated businesses, industry participants, consumer groups and other stakeholders Contribute to the development and implementation of regulatory decisions Provide coaching and support to colleagues (Senior Analyst) The work is varied, challenging and highly visible, offering the chance to develop deep expertise in economic regulation while addressing issues that directly impact New Zealand consumers and infrastructure investment. Locations: Positions can be based in either Tāmaki Makaurau (Auckland) or Te Whanganui-a-Tara (Wellington). Indicative salary ranges: Analyst $91,432 to $107,567; Senior Analyst $114,327 to $134,502 plus a 3.5% KiwiSaver employer contribution. You are comfortable working with ambiguity, analysing evidence, and balancing detailed analysis with practical judgement. You are curious, collaborative and motivated by work that has a real impact. For Senior Analyst roles, you will bring experience leading workstreams, influencing stakeholders, and providing guidance to others. We are looking for people with a mix of skills and experience, including: Experience in economics, accounting, regulation, public policy, law, infrastructure, engineering, commerce, finance or a related field Strong analytical and critical thinking skills Ability to work with quantitative and qualitative information Ability to interpret and communicate complex information clearly Experience preparing high‑quality written advice and reports Strong relationship management and stakeholder engagement skills An interest in infrastructure regulation and public sector decision-making Experience working in a regulatory, policy, economic or commercial environment (desirable) We are an equal opportunity employer.
