We're looking for a Head of Enterprise Transformation to establish and lead a new Enterprise Transformation Team, focused on accelerating Treasury's most important transformation shifts and building lasting organisational capability for change. Working with senior leaders across the organisation, you will help Treasury rethink how critical work is performed, with digital, data and AI serving as important enablers of that transformation.

The Strategy and Executive Services (SES) Division is part of the Enabling Services Group at The Treasury. We support the Secretary and Executive Leadership Team to set Treasury’s strategic direction, deliver on our organisational priorities, and manage our ministerial and key external relationships. The division works closely with Treasury business groups on organisational planning and performance, ministerial correspondence, and communications and engagement, to support effective delivery across the Treasury.

Treasury is embarking on a significant programme of transformation to strengthen its ability to meet the challenges facing New Zealand over the coming decades. As expectations of Treasury continue to evolve, we need to provide deeper strategic insight, respond faster to emerging issues, and deliver greater impact across the public sector. To support this, we're establishing a new Enterprise Transformation Team focused on accelerating Treasury's most important transformation shifts and building lasting organisational capability for innovation and change.

As Head of Enterprise Transformation, you will help shape Treasury's transformation agenda, working with senior leaders to focus effort on the areas that will have the greatest impact on Treasury's future performance.

\n

This role is about more than continuous improvement. You will help Treasury rethink how critical work is performed, particularly in areas such as the Budget, performance and investment management, and economic analysis and advice. Digital, data and AI are important enablers, but they are not the transformation strategy themselves.

\n

Acting as a catalyst for change, you will help leaders frame the right problems, test new approaches, build evidence, and make informed enterprise-wide choices. While business units remain accountable for delivery, you will help create the conditions for transformation to succeed.

In this role you will:\n

  • Build and embed a new Enterprise Transformation Team that acts as a catalyst for organisation-wide transformation.
  • \n
  • Shape and drive Treasury's transformation agenda, ensuring effort is focused on the areas of greatest organisational value.
  • \n
  • Help Treasury reimagine how critical work is performed and identify opportunities for step-change improvement.
  • \n
  • Support senior leaders to make clear choices, prioritise investment, and navigate trade-offs.
  • \n
  • Build Treasury's longer-term capability for transformation, innovation and continuous evolution.
  • \n
  • Work across organisational boundaries to connect workforce capability, governance, funding, data, technology and operating models.
  • \n
  • Build trusted partnerships while providing constructive challenge that lifts ambition and strengthens organisational outcomes.

You will be an experienced transformation leader who thrives in complex environments and enjoys tackling difficult organisational challenges. You bring strategic judgement, intellectual curiosity, and the ability to work through influence rather than relying on formal authority.

\n

You're equally comfortable engaging with senior executives, facilitating experimentation, challenging conventional thinking, and helping others navigate change. Most importantly, you're motivated by helping organisations achieve meaningful improvements in performance and impact.

You will bring:\n
    \n
  • Proven experience driving organisation-wide transformation or major change initiatives in complex environments,
  • \n
  • Strategic judgement and experience advising senior leaders on priorities, trade-offs and enterprise decisions,
  • \n
  • Strong problem-framing capability and the confidence to challenge assumptions and reframe issues before jumping to solutions,
  • \n
  • Experience designing, testing and scaling new approaches to improve organisational performance, supported by the use of digital tools and AI,
  • \n
  • Strong stakeholder management and influencing skills, including the ability to lead without formal authority,
  • \n
  • Proven people leadership experience in complex, fast-changing or ambiguous environments, and helping others lead and sustain change,
  • \n
  • Excellent communication skills and the ability to simplify complex issues for a range of audiences,
  • \n
  • An understanding of, and commitment to, Te Tiriti o Waitangi and inclusive, culturally responsive communication,
  • \n
  • A tertiary qualification in communications or a related discipline, or equivalent experience.
