An exceptional opportunity exists to join a large, complex infrastructure organisation and lead a critical regulatory programme that will shape long-term investment, operational performance, and customer outcomes. Initially offered as a 6-month contract through to year-end, this role sits at the centre of a major regulatory submission programme and will work closely with senior leaders across Finance, Asset Management, Operations, and Strategy. Given the scale and ongoing nature of the programme, there is a strong likelihood of extension beyond the initial term. This is a rare opportunity for an experienced programme leader with strong forecasting, financial modelling, and stakeholder management capability to drive a highly visible and strategically important piece of work. About the Role You will lead the governance, coordination, and delivery of a major regulatory programme while developing best‑practice operating expenditure forecasting frameworks and models that stand up to regulatory scrutiny. Working across multiple functions, you will ensure programme alignment, executive visibility, robust governance, and the delivery of a transparent, evidence‑based regulatory submission. Key Responsibilities Lead end‑to‑end delivery of a significant regulatory programme. Establish and manage governance forums, including Steering Committees, Executive Leadership Team engagement, and Board reporting. Maintain delivery plans, milestones, risks, and dependencies aligned to regulatory deadlines. Drive programme execution and accountability across multiple workstreams. Develop and implement driver‑based operating expenditure forecasting frameworks. Integrate key cost drivers including growth, asset investment, service levels, inflation, and productivity. Build transparent, documented, and auditable forecasting methodologies. Provide clear analysis and insight to support executive decision‑making. Develop robust regulatory narratives and supporting evidence. Produce executive, Board, and governance reporting. Clearly articulate forecast movements, efficiency opportunities, expenditure requirements, and customer outcomes. Support assurance processes and audit readiness. Drive alignment across Finance, Asset Management, and Operations. Facilitate agreement on assumptions, methodologies, and regulatory positions. Build strong relationships with executive, operational, and technical stakeholders. About You We’re looking for a proven programme and regulatory professional who can confidently operate at executive level while bringing strong financial and analytical capability. You will ideally offer: Experience leading complex, cross‑functional programmes with executive and Board governance. Experience delivering regulatory submissions, pricing reviews, or large‑scale strategic programmes. Advanced financial modelling and forecasting expertise. Strong understanding of opex cost drivers and forecasting methodologies. Experience within infrastructure, utilities, transport, energy, telecommunications, or other regulated environments. Outstanding executive communication and reporting skills. Strong commercial acumen and stakeholder management capability.
