We are seeking to modernise the administration of justice by replacing highly manual, time-consuming, paper-based process with a new digital case management solution, transforming the way people access and experience justice in Aotearoa New Zealand. Te Au Reka is a large, complex and unique programme spanning the courts and tribunals of New Zealand. In delivering Te Au Reka we are seeking to build the Ministry's capability to deliver complex programmes of change. Te Haeata/The Opportunity Reporting to the General Manager Performance and Delivery, you will lead the Te Au Reka testing function and be accountable for the programme's overall testing strategy, quality assurance approach, and testing governance. You will provide strategic leadership across multiple delivery streams, ensuring testing activities support informed release and go-live decisions. Leading a team of Test Leads and specialists, you will ensure testing is planned, executed, monitored, and reported consistently across the programme, while maintaining a strong focus on quality, risk management, and operational readiness. What You’ll Be Doing Own and evolve the Te Au Reka Test Strategy, quality objectives, standards, and risk thresholds. Provide programme-wide leadership and oversight of test planning, execution, reporting, and assurance activities. Ensure testing outcomes are aligned with delivery priorities, operational needs, and business risk. Lead programme-level quality reporting, providing evidence-based advice to senior leaders and governance groups. Oversee testing resources, delivery partners, and vendors to ensure consistent quality outcomes. Drive continuous improvement in testing practices, automation, and quality assurance frameworks. Develop, coach, and support a high-performing testing team. Build strong relationships with judiciary representatives, business stakeholders, digital teams, and delivery partners. Ō Pūkenga/Skills And Experience To be successful in this position you will have: We’re looking for an experienced testing leader who can operate confidently at both strategic and operational levels. You Will Have Significant Test Management experience in large, complex environments. Proven experience developing and governing enterprise or programme-level test strategies. Strong leadership experience managing and developing testing professionals. Demonstrated success providing testing and quality assurance advice to senior executives and governance forums. Experience leading testing within Agile, Continuous Delivery, or DevOps environments. Strong analytical and evidence-based decision-making skills. Excellent stakeholder management and influencing capabilities. The ability to communicate complex technical information to both technical and non-technical audiences. Relevant testing qualifications, certifications, or equivalent professional experience. No candidate will meet every single desired qualification. Utu ā-tau/Salary The salary range for this role is between $ 128,427and $176,789, based on skills and experience.
