Working closely with the GM Property & Construction and external project managers, you will ensure civil elements of our developments are delivered on time, on budget, and to the quality standards expected of a leading iwi developer. In addition to core responsibilities, the role contributes to wider group civil delivery (including developments, programmes, and maintenance) and may support broader E Tipu initiatives as required. Key responsibilities: 1. Civil Delivery & Site Leadership Lead civil construction activities across active projects, including earthworks, bulk fill, drainage, roading, water supply, and subdivision infrastructure. Provide day‑to‑day site supervision and technical oversight for civil contractors and subcontractors. Review and interpret engineering drawings, specifications, and consented plans to guide on‑site execution. Ensure all civil works are constructed to approved designs and resource/building consent conditions. Oversee the completion of landscaping and hardscaping works, ensuring external environments are delivered to specification and contribute to quality housing outcomes for whānau. Identify and resolve on‑site issues promptly, escalating material risks to the GM — Property & Construction. 2. Health, Safety & Environment Champion a safety‑first culture on all civil sites and ensure all personnel comply with the Site Safety Plan. Conduct and document daily toolbox talks, pre‑start checks, and site inductions. Manage health and safety obligations under the Health and Safety at Work Act 2015, including hazard identification, near‑miss reporting, and incident response. Ensure environmental controls (erosion, sediment, waste) are maintained in accordance with resource consent conditions. 3. Quality Assurance & Compliance Implement and maintain a quality assurance programme for civil works, including hold points, inspections, and testing. Coordinate with councils (WDC, HBRC), engineers of record, and infrastructure authorities for civil inspections and sign‑off. Maintain accurate as‑built records, site diaries, inspection reports, and defect registers. Manage defect liability processes, tracking outstanding items and coordinating remediation through to close‑out. 4. Programme & Cost Management Develop and maintain short‑term look‑ahead programmes in coordination with the project manager. Review and verify payment claims and variations from civil contractors against approved scopes and pricing. Identify and elevate cost risks early, and contribute to value engineering where appropriate. 5. Stakeholder & Community Engagement Maintain respectful and professional relationships with whānau, occupants, and community members affected by civil works. Work collaboratively with consultants, councils, and iwi stakeholders in a manner consistent with the kaupapa of Tātau Tātau o Te Wairoa. Support the development of local kaimahi through mentoring and on‑the‑job training. 6.
