About the Role This is a rare opportunity to be a leader of one of the country's largest and most complex cyber security functions. As the Group Manager, Cyber Programmes and Operations, you will provide strategic leadership across Health New Zealand's national cyber security operations and multi-year cyber investment programme. You will oversee the planning, governance, and delivery of critical initiatives that strengthen cyber resilience while ensuring operational services remain secure, scalable, and fit for the future. Working closely with the National Chief Information Security Officer (NCISO) and as a member of the National Cyber Security Leadership Team, you will lead large-scale programmes, drive governance and financial oversight, and manage strategic vendor relationships. This role is instrumental in shaping the future of cyber security across one of New Zealand's most critical public services. About the Team The National Cyber Security team is responsible for protecting Health New Zealand's digital environment while enabling the safe delivery of healthcare services across the country. As the organisation continues to modernise and consolidate technology inherited from multiple legacy environments, this team plays a critical role in delivering national cyber capability, improving resilience, and driving strategic investment in cyber security. About You You are an experienced senior technology leader who has successfully led large, complex programmes within enterprise or government environments. Comfortable operating at executive level, you are equally confident presenting to senior stakeholders, providing governance oversight, managing significant budgets, and leading high-performing teams through change. You will also bring: Extensive experience leading large-scale technology, cyber security, or transformation programmes. Strong programme governance, financial management, and investment planning capability. Experience leading multidisciplinary teams and fostering a collaborative, high-performing culture. Proven ability to build trusted relationships with executive leaders, government agencies, and external partners. Experience managing strategic vendors and complex technology portfolios. The ability to lead through organisational change while maintaining operational excellence. A relevant tertiary qualification or equivalent senior leadership experience. Professional certifications such as CISSP, CISM, CRISC, PMP, PRINCE2 or ITIL will be highly regarded.
