We are looking for someone to support evidence-based decision making, workflow planning and continuous improvement for a large operational group. About Property Rights The Property Rights scheme provides people with certainty regarding land ownership, guaranteeing what is owned, who owns it, where it is, ownership rights and how ownership can be transferred. The Property Rights group within LINZ is an operational team of approximately 200 people who are responsible for approving survey plans and titles dealings which are submitted by surveyors and conveyancers via the Landonline system. In delivering this work, the Property Rights group is accountable to the Surveyor General and the Registrar General of Land for ensuring that transactions are approved according to regulations, rules and standards. Kōrero mō te tūranga - About the role The Senior Data and Business Analyst sits within the Enablement team in the Property Rights Group. The Enablement team supports the operations of Property Rights, in areas such as compliance, capability and leading continuous improvement including the use of AI enabled solutions. This role will play a key part in helping Property Rights understand its operating environment, current and emerging trends, work volumes, customer needs and workforce capability. You will translate data into meaningful insights that support operational, strategic and workflow planning decisions. You will work across Property Rights to analyse business processes, understand the data and customer demand behind them, identify gaps and opportunities, and provide practical recommendations for improvement. This will include connecting insights across work volumes, quality, timeliness, customer experience, external drivers and technology changes. You will help Property Rights look ahead and understand how changing demand, AI-enabled solutions, automation and wider environmental factors may influence future work volumes, capability requirements and operational planning. You will be highly analytical, curious and future-focused, with the ability to see the bigger picture while also understanding operational detail. You will be confident working with ambiguity, making connections across different sources of information, and communicating insights clearly to leaders and non-technical audiences. He pūkenga tou - Skills & Experience Strong experience analysing complex operational data and translating it into clear, actionable insights. Ability to identify trends, patterns, risks, gaps and opportunities to improve and optimise workflows, increase efficiency, and strengthen overall business performance. Experience developing reporting, dashboards and insights that support evidence-based decision making. Proven ability to use data from multiple sources, combined with visualisation skills, to support forecasting, workforce planning and scenario modelling. Strong business analysis skills, including process analysis, requirements gathering, problem solving and root cause analysis. Ability to connect data, customer outcomes, business processes, people, technology and strategic priorities. Experience using analytical tools such as Excel, Power BI as well as demonstrated competency using AI such as Microsoft Copilot or Claude. Strong stakeholder engagement skills, with the ability to collaborate, engage and influence at all levels. Ability to communicate complex information clearly through written advice, visual reporting and verbal presentation. Highly organised, analytical and structured in your approach to work. Strong results focus, with a commitment to customer service and improving operational outcomes. The annual salary range for this role is from $102,000 up to $131,000 dependent on skills and experience.
