Finance Manager - Head of Revenue and Rates This is a genuinely exciting opportunity for a senior finance leader who wants to do work that matters. You'll step into a pivotal role within a large, complex public sector organisation; one where your expertise in revenue management, rating administration and people leadership will directly shape how a community is funded and served. Reporting to the CFO, you'll lead the full revenue and rating function; the Rating Information Database, Rating Administration, Non-Rates Revenue, and Credit Control. It's a broad remit with real influence, and plenty of room to make your mark. What you'll be doing: Turning strategic priorities into practical revenue plans that keep income streams reliable Making sure rates assessments, billing and the Rating Information Database are accurate, compliant and audit-proof Sharpening how rates and non-rates debts are collected through smarter frameworks and hands‑on debt management Overseeing development contributions and growth funding in partnership with planning and infrastructure teams Finding better ways to do invoicing; more automation, less duplication, clearer ownership Leading and growing a talented, multi-disciplinary team What you'll bring: A background in revenue, rating, billing or finance operations; ideally somewhere complex and regulated Experience leading teams through change, with a genuine coaching mindset Solid grasp of the revenue lifecycle, debt management and credit control Comfort with high-volume systems, data quality and process improvement An understanding of te ao Māori and te Tiriti o Waitangi — or a real commitment to building it This is a role with genuine scope and a team worth leading; in a region that's growing fast and has big ambitions for its community.
