Job Description

We are seeking an experienced and highly capable Transition Lead - Local Water Done Well to lead the strategic transition of Council's water services in response to the Government's Local Water Done Well reforms. Key Responsibilities: Programme Leadership and Strategic Delivery Lead the development and implementation of a Waters Services Strategy aligned with Council’s Long Term Plan 2027-37 and other legislative requirements under the Local Water Done Well legislation Lead and support external and internal resources in the development and delivery of an integrated, cross‑council programme and project plan, including risks, milestones, and reporting Stakeholder Engagement & Communication Build and maintain effective relationships with elected members, partner councils, iwi and hapū, regulators, and central government agencies Ensure clear engagement and communication strategies are in place and implemented that support transparency, trust, and alignment across diverse interests Governance and Reporting Represent Council's interests in regional and multi-council initiatives Provide high-quality strategic advice and reporting to elected members and the Executive Leadership Team. Manage the coordination of external and internal resources to transition finances to a ringfenced waters entity, including funding, cost recovery, financial frameworks, billing, and asset transfer Oversee the operational and capital funding and financing requirements for the transition to ringfencing and a multi-council CCO Change Management and Operational Readiness Lead organisational change and workforce transition activities. Ensure systems, processes, policies, staffing, and operational frameworks are established and ready for implementation Why Join Us?
