Research Programme Manager, Projects for Technologies for Learning (Government) This position will start off as 11 months contract. Location: MOE HQ, next to Buona Vista MRT Duties: Under the Technologies for Learning branch, the Rapid Research Team plans, forecasts and implements focused studies that can be completed within 6 to 9 months with a focus on local and empirical educational technology (EdTech) research to bridge the nexus between theory and practice in the real-world setting. The RR efforts are supported by the management and administration of the Rapid Research Fund (RRF). Monitoring and reviewing progress of MOE-contracted projects, ensuring deliverables that meet quality standards and timelines. a. Developing and maintaining a fit-for-purpose project tracking system b. Conducting regular reviews with research teams c. Supporting researchers in course correction when projects deviate from planned trajectories d. Preparing detailed progress reports for senior leaderships and stakeholders 2. Coordinating research administration processes that include ensuring compliance with data governance and brokering collaboration between schools and Institutes of Higher Learning researchers for each MOE-contracted project. 3. Managing programme budget, procurement process and vendor relationships (where applicable) while ensuring adherence to government financial procedures in consultation with Educational Technology Division (ETD) Finance team. 4. Forging and maintaining strategic partnerships with local and international researchers and research institutions to enhance MOE’s research capabilities. (where applicable) 5. Identifying suitable expertise and collaboration opportunities to develop and concretise rapid research methodology. (where applicable) 6. Developing comprehensive dissemination strategies including practitioner guides and policy briefs to translate research findings into practice. 7. Working closely with contracted researchers to ensure that research findings into actional insights for educators, edtech designers and policy makers. 8. Coordinating across ETD for a coherent and concerted communications to respective stakeholder groups of interest. 9. Coordinate professional development for MOE HQ staff and relevant stakeholders on rapid research. 10. Support Masterplan’s monitoring and evaluation efforts related to ETD Rapid Research efforts.
