Deputy Chief Executive - Asset & Programme Delivery - FENZ

Reporting to the Chief Executive, the Deputy Chief Executive (DCE) Asset and Programme Delivery plays a central role in supporting FENZ to strengthen the physical and digital foundations that enable frontline delivery and operational readiness. The DCE Asset and Programme Delivery is responsible for leading the infrastructure and asset functions, ensuring the organisation has the systems, equipment and technology required to deliver its services safely, efficiently and effectively. To ensure strategic alignment across organisational initiatives, the role also oversees the Enterprise Portfolio Management Office and Procurement functions. The role’s primary objective is to mature, maintain and deliver against a clear asset investment plan and pipeline. This will enable greater visibility, prioritisation and end-to-end governance across FENZ's asset portfolio, underpinning operational readiness and long-term performance. The scope of the role covers all of FENZ’s asset classes including fleet, ICT and property. As a member of the Executive Leadership Team, the DCE Asset and Programme Delivery will work strategically and collaboratively with colleagues to enhance organisational performance and deliver on long-term objectives. To be credible and effective in this role, you will offer: Proven strategic leadership experience across critical infrastructure, large-scale asset management and capital programmes within complex operational environments, particularly during periods of growth or transition. Proven ability to align asset and programme planning and delivery with organisational strategy and operational outcomes. Strong commercial and investment management experience, including enterprise portfolio management, delivery governance and procurement oversight. Exceptional stakeholder engagement and influencing skills, with the ability to build trusted partnerships across government, industry and key sector stakeholders. Collaborative and inclusive leadership with the resilience and adaptability to lead high-performing teams within a large, complex organisation.
