Inland Revenue's digital services play a critical role in how New Zealanders meet their tax and social policy obligations. These services manage high volumes of customer interactions and sensitive information, making their ongoing security and integrity essential.
We are establishing dedicated security capability within the team responsible for designing, delivering and supporting changes across our core tax platform and customer-facing digital services. This will strengthen our ability to implement planned security improvements and maintain the security controls and processes that support the ongoing operation of these services.
As a Security Implementation Specialist, you will turn agreed security priorities and requirements into detailed system designs and implemented changes. You will work across identity, access, credentials, certificates, security configuration and related digital security controls, considering how changes operate across interconnected systems, processes and customer interactions.
You will take ownership of security design and implementation activity within your area of responsibility. This includes understanding requirements, assessing impacts and risks, configuring and testing changes, maintaining security artefacts and supporting the ongoing operation of the systems within the role's scope.
You will work as part of a multidisciplinary design and implementation team, alongside security architects, developers, service designers, operational teams and delivery partners. You will also work with Inland Revenue's central security and cyber teams to ensure security requirements are translated into changes that are practical, effective and safe to implement.
In this role, you will:
Translate requirements into effective system design: You will interpret security, policy, legislative and business requirements and turn them into detailed, implementable designs that work across the end-to-end service.
Implement and assure security change: You will configure, test and implement security changes across Inland Revenue's core tax platform and digital services, ensuring they are effective, safe to release and supported in operation.
Maintain security artefacts: You will maintain and improve the documentation and artefacts that define how security settings and controls are designed and applied.
Manage technical security processes: You will manage specialist processes within the scope of the role, including credentials, certificates, identity, access and security configuration.
Provide design guidance and escalation: You will act as an escalation point for security considerations in wider system design, helping colleagues resolve complex issues, understand impacts and reach informed decisions.
Operate and maintain system security: You will support the ongoing security and integrity of systems within the role's scope, identifying and managing issues and risks as they arise.

We are looking for someone with:
- practical experience designing, implementing and supporting security-related change within a large or complex enterprise platform
- experience translating complex security, policy, legislative or business requirements into detailed system designs
- experience with identity, access, credentials and security configuration, including the ongoing support and maintenance of these arrangements
- the ability to investigate and resolve complex security, system or process issues while considering end-to-end impacts, system integrity and customer outcomes
- experience planning and undertaking testing to provide confidence that security changes are complete, effective and safe to implement
- the ability to work effectively across technical and organisational boundaries, including with security and cyber teams, developers, operational teams and delivery partners
- experience acting as an escalation point, providing specialist guidance and helping others resolve complex design or implementation issues
clear communication and sound judgement when explaining technical issues, risks, impacts and options to different audiences.
You may have developed this experience through security implementation, identity and access management, enterprise platform configuration, digital identity, systems analysis or security-focused technology consulting. Experience with a core banking, insurance, government, financial or other regulated platform would be valuable, but you do not need to have worked in tax before.
