We're looking for an experienced Asset and Strategy Manager to lead this important function, shaping long‑term investment, driving innovation and ensuring our transport network continues to meet the needs of our communities today and into the future. As Asset and Strategy Manager - Journeys, you'll provide strategic leadership for the planning, performance and long‑term management of Council's transport network. Leading a team of asset and strategy professionals, you'll oversee transport asset management planning, investment strategies, funding applications and business cases, ensuring our transport network remains safe, resilient and financially sustainable. Working closely with Council leadership, elected members, NZ Transport Agency Waka Kotahi, mana whenua and industry partners, you'll influence regional transport priorities and guide significant investment decisions that support growth across Tairāwhiti. Leading the development and delivery of transport asset management strategies and long‑term investment plans including implementation of our Strategic Roading Network Review Overseeing the Regional Land Transport Plan, Public Transport Plan and transport funding programmes Guiding business cases, funding applications and investment proposals Acting as asset owner for road corridor, asset and data management Using data, performance measures and network insights to inform strategic decision making Leading continuous improvement and innovation across asset management practices Building trusted relationships with NZ Transport Agency Waka Kotahi, mana whenua, developers, consultants and regional stakeholders Preparing high-quality advice and reports for Council and governance committees Leading, mentoring and developing a high‑performing Asset and Strategy team A tertiary qualification in engineering, asset management, planning, policy or a related discipline Significant experience in transport, infrastructure or asset management, ideally within local government or a comparable environment Strong knowledge of transport planning, infrastructure investment and asset management principles Experience developing business cases, funding applications and long‑term investment strategies Excellent analytical, communication and stakeholder engagement skills An understanding of Te Tiriti o Waitangi and a commitment to working in partnership with mana whenua Work-life balance: Flexible hours to help you manage personal commitments and maintain wellbeing Wellbeing first: EAP, health checks & optional access to our Fitness Passport package Perks: Modern office, eye exams, Southern Cross discounts, retail perks Growth: A values-led environment where your development is supported Location: Live and work in stunning Gisborne – close to the beach, rivers and bush Gisborne District Council is one of only six unitary authorities in Aotearoa, meaning we deliver both district and regional council mahi.
