Mō te tūnga | About the role Defence Reserves and Youth & Sport (DRYS) operates with three key functional areas: Defence Reserve Forces Policy (RESF), Youth Development (YD) and Sport. DRYS commands and delivers NZDF Youth Development programs in an All of Government and Community based environment. Additionally, the organisation leads the development of strategic Reserve Forces policy and Employer engagement. The Staff Officer Defence Reserve Forces and Youth Development (SO DRYS) plays a key role in supporting Headquarters Defence Reserve Forces and Youth Development (HQ DRYS), its subordinate units, and a wide range of stakeholders. The position is responsible for delivering policy, governance, coordination, and liaison functions that enable the effective operation of HQ DRYS and its programmes. A core aspect of the role is leading Secretariat services for the Defence Employer Support Council, ensuring strong governance processes, stakeholder engagement, and effective organisational support. The SO DRYS provides advice on Reserve Force policy, facilitates engagement and exchange activities, and contributes to initiatives that strengthen relationships between the NZDF, communities, and youth development organisations. Key responsibilities include: Providing policy advice and support on Defence Reserve Force matters. Leading Secretariat functions for the Defence Employer Support Council. Coordinating governance processes and stakeholder engagement activities. Developing and maintaining effective relationships with internal and external stakeholders. Supporting Reserve Force engagement, exchange, and partnership initiatives. Assisting with the delivery of projects, business planning, and administrative activities within HQ DRYS. Providing liaison and coordination support across Defence, government, community, and employer networks. This is an exciting opportunity to contribute to the strategic development of Defence Reserve Forces and Youth Development programmes while working with a diverse range of stakeholders across the Defence and wider community sectors. The salary for this role ranges from $97,344 to $107,485, inclusive of a 4% superannuation contribution. Appointments within this range are based on skills and experience. This role is based at Defence House, Wellington. Once you are up to speed in this role, there is the opportunity for flexible working arrangements up to 2 days a week. To be successful in this role, you will bring: Proven experience (ideally 3-5 years) in policy development, organisational planning, and supporting the delivery of strategic initiatives within government, Defence, or a large, complex organisation. Strong stakeholder engagement, relationship management, and negotiation skills, with the ability to work effectively across diverse internal and external networks. Excellent written and verbal communication skills, including the ability to prepare high-quality reports, briefings, and correspondence, and engage confidently with stakeholders at all levels. Well-developed problem-solving and analytical skills, with the ability to manage complex issues, identify opportunities, and recommend practical solutions. Basic understanding of finances and budget management. Strategic and critical thinking capability, combined with sound judgement and decision-making skills. Strong organisational and project coordination skills, with the ability to manage competing priorities and deliver results within tight timeframes. Self-motivated approach to work. High levels of computer literacy, including proficiency in Microsoft Office and Sharepoint, and the ability to quickly learn and adapt to new systems and technologies. A sound understanding of the New Zealand Defence Force environment is desirable. Event management experience is highly desirable.
