Upper Hutt City Council – Upper Hutt, North Island Term: Fixed Term, Full Time to 24 December 2027 Upper Hutt City Council is seeking a Billing Administrator to support day‑to‑day water billing and customer account management on behalf of Tiaki Wai. Tiaki Wai commenced operations on 1 July 2026. As part of the transition, shareholding councils continue to provide agreed functions on behalf of Tiaki Wai, including the invoicing and collection of water charges. This service is currently delivered through Upper Hutt City Council systems, including the MagiQ ERP billing environment, until Tiaki Wai establishes and implements its own billing and collection systems. This is a fixed‑term role providing essential operational support during the interim period while Tiaki Wai establishes its own billing capability. About the role Reporting to the Tiaki Wai - Team Leader Billing Unit, you’ll support the day-to-day management of water billing, invoicing, collection and customer account functions using Upper Hutt City Council systems and applications. You’ll play a key role in delivering accurate billing outcomes, maintaining reliable customer and property records, and providing clear, consistent and professional support to customers by phone, email and in person. Key responsibilities include: Administering water billing, invoicing, receipting, banking, batch processing and reconciliations Responding to customer enquiries about water charges and accounts in person, by email and by phone Maintaining accurate customer, property and ownership records in MagiQ and related workflow systems Supporting debt management processes, repayment arrangements and hardship‑related customer interactions Processing direct debit applications, changes and daily runs, with accurate confirmations and reconciliations Participating in peer review, system testing, issue identification and quality assurance activities About you You’re organised, customer‑focused and comfortable working with financial data, billing systems, sensitive information and customers who may be experiencing stress or hardship. Experience in accounts receivable, debt collection, banking, billing or customer service roles Strong written and verbal communication skills, including confidence handling difficult conversations and hardship situations Good attention to detail and record‑keeping skills Confidence using financial management systems, Microsoft Excel and Word Good analytical and problem‑solving skills, with the ability to work accurately in a fast‑paced, high‑volume environment An understanding of privacy and information handling requirements At Upper Hutt City Council, we value collaboration, innovation and making a real difference for our community.
