Chief Executive (18 to 24 month fixed-term appointment) Whangārei is Northland’s only city, the region’s economic hub, and a district planning for continued growth. We are seeking an exceptional Chief Executive to lead Whangārei District Council through this next phase of significant change and opportunity. Working with a Mayor and Council keen to make the most of the LG Reform as signalled by the government, you will help shape a thriving district that balances growth, affordability, environmental stewardship, and strong community outcomes. You will lead approximately 400 staff, deliver Council’s strategic direction, and ensure excellent public services, financial sustainability, and strong organisational performance. The Opportunity The next few years will be pivotal for local government. Whangārei District Council is navigating major sector reforms, including water services transformation, local government reform, resource management reform, long-term infrastructure planning, and rising community expectations. We need a leader who can guide change while maintaining focus on delivery, affordability, and community confidence. You will bring modern, commercially astute leadership and a strong commitment to building a responsive, customer-focused organisation. You will understand Council’s role in enabling thriving communities, supporting local businesses, and making decisions that help shape an inclusive, resilient and sustainable district for future generations. The role is proposed as an 18 to 24 month fixed-term appointment to provide leadership continuity through local government reform and the next elections, and a period of significant reform. What We're Looking For We are seeking an experienced, pragmatic, strategically minded executive leader who can demonstrate: Executive leadership in large, complex organisations. Experience leading transformation, change management, performance improvement, and cultural change. Strong financial, commercial, and strategic capability. The ability to build trusted relationships with elected members, government, business and community stakeholders. Cultural competence to work constructively with tangata whenua, iwi and hapū. Sound judgement in political, governance, or highly regulated environments. A commitment to growth, affordability, value for money, and excellent customer service. Whangārei is Northland’s only city and the region’s economic hub — a district with strong momentum, natural beauty, and a clear sense of place.
