Digital Services Head of Investment - Finance Health New Zealand - Te Whatu Ora – Auckland, North Island Health New Zealand | Te Whatu Ora is the country's largest employer, delivering universal public healthcare to 5 million New Zealanders. About the Role The primary purpose of the role is to Provide nationally leadership within Health New Zealand | Te Whatu Ora, operating at the centre of one of the most complex capital and asset environments in the public sector. The role provides enterprise wide leadership for capital planning, reporting, and financial oversight across the Health NZ Digital Services asset portfolio, supporting the delivery of health services to communities across Aotearoa. Digital Services are responsible for the delivery of a large ICT capital investment programme (annually around $300m) aligned with the approved Health Digital Investment Plan (HDIP) over the next 10-years is made up of multiple sub-programmes, with many individual projects under the control. The Head of Investment will lead a significant enterprise level portfolio investment function which, safeguards the ICT capital investment programme, ensures capital projects are accurately accounted for, and comply with defined and agreed policies and procedures. Operating within an extraordinarily complex, multi portfolio and geographically dispersed system, the role leads a multidisciplinary national team that provides critical financial, technical, reporting, and systems support across the entire Digital capital lifecycle. It plays a pivotal role in ensuring transparency, consistency, and integrity in Digital Services capital planning and reporting, and in enabling Digital Services to operate within its overall capital funding envelope while maximising value and service outcomes at a national scale. The role requires robust system leadership, deep technical credibility, and the ability to operate confidently in a fast moving, high profile environment where decisions have whole of country impact. This role will have six positions reporting to it. These positions rage from monthly accounting to strategic investment cases, all Digital Services capital HDIP development and finance business partners who support the main portfolios, programmes and projects both from a capital and operating spend perspective. The role supports a wide range of key and senior organisational stakeholders, specifically Digital Services, across multiple investment functions across portfolio management and finance.
