Upper Hutt City Council – Upper Hutt, North Island Term: Fixed Term, Full Time to 24 December 2027 Support accurate, timely and compliant water billing outcomes for Tiaki Wai We’re looking for a Water Billing Analyst to manage the water billing database, invoicing, related revenue processes and reporting responsibilities on behalf of Tiaki Wai, using Upper Hutt City Council systems and applications. Tiaki Wai commenced operations on 1 July 2026. As part of the transition, shareholding Councils continue to undertake certain agreed functions, including the invoicing and collection of water charges. This service is being provided through a software as a service MagiQ billing solution as an interim step until Tiaki Wai establishes and implements its own billing and collection systems. This fixed-term role is central to maintaining reliable billing data, preparing charges and notices, supporting reporting, and giving customers clear and consistent information on billing matters. About the role Reporting to the Tiaki Wai - Team Leader Billing Unit, you’ll help ensure the MagiQ ERP billing database is reliable, accurate and fit for purpose. You’ll set, apply and invoice approved water charges, reconcile billing data, support audit and forecasting requirements, and contribute to clear, compliant billing processes. You’ll work closely with billing staff, internal teams and vendors to resolve data and system issues, document processes, support system testing and provide specialist guidance across the billing function. Key responsibilities include: Maintaining the integrity, accuracy and compliance of the Tiaki Wai water billing database Reconciling and documenting changes between the UHCC Rating Information Database and Tiaki Wai billing systems Setting, applying and invoicing approved water billing charges in MagiQ within legislative timeframes Preparing accurate financial, performance and audit reporting to support reconciliation and forecasting Acting as a subject matter expert for MagiQ water billing systems, data structures and workflows Designing, documenting and maintaining billing procedures to support consistency and business continuity Supporting system testing, change, issue resolution and vendor updates under approved processes Responding to customer billing enquiries clearly, professionally and in line with privacy and recordkeeping requirements Providing specialist support, training and guidance to billing staff on complex queries, system use and process interpretation About you You’re analytical, detail-focused and confident working with billing data, financial information, systems and customer enquiries. You take accountability, work well with others, and can explain complex billing matters clearly and respectfully. Experience with software as a service billing systems, ideally including MagiQ or similar ERP/billing platforms Strong database management, reconciliation, financial analysis and reporting skills Knowledge or understanding of New Zealand legislation relating to water charges and rates Advanced Microsoft Office skills and confidence working with complex data Ability to respond effectively to challenging customer enquiries and complaints A finance, accounting or commerce qualification is preferred At Upper Hutt City Council, we value collaboration, innovation and making a real difference for our community.
